The Ministry of Energy (SENER) reports on progress conducted to clarify the causes of the regrettable incident recorded last January 29 at the Maternity Hospital of Cuajimalpa, which contributes to the Attorney General of the Federal District .
The research process has made significant progress, since the security of the vehicle as possible to review in detail the self-tank. After a working meeting on February 7 at the headquarters of the Office of Decentralized Preliminary Investigations, which was chaired by its holder Maestro. Oscar Montes de Oca Rosales, and the Undersecretary of Hydrocarbons, Dra. Lourdes Melgar Palacios, procedures were agreed to carry out the second stage of testing techniques to tank truck and in particular its valves, both onsite backup and a public laboratory accredited by the Mexican Accreditation Agency (EMA).
Connoisseurs of PGJDF, verifiers SENER and laboratory experts moved to the distribution plant where the unit protected by the PGJDF, is to carry out tests to auto-tank, once LP gas remnant could be vented to ensure the safety of surveyors and verifiers, and counted at all times with the presence of the Public Ministry and representatives of Gas Express Nieto.
Radiographic testing, liquid penetrant and disassembly of parts for the purpose of carrying specialized laboratory testing processes which are accredited under the Federal Law on Metrology and Standardization were made.
The laboratory is conducting leakage tests in conditions provided by the Mexican Official Standards in force and perform other to know the behavior of the pieces, which will determine the reasons could fail the security mechanisms of self-tank.
In parallel and as part of the administrative investigation of this incident, SENER has made nine verification visits to plants Distribution of Gas Express Nieto, located in Tláhuac, Tlalnepantla, Ecatepec and Villa Nicolás Romero, from which they derive administrative procedures .
