“Apretarse el cinturón”, reducir al máximo al gasto corriente –en nóminas y servicios generales- sin afectar la obra pública y los programas sociales, fueron las recomendaciones del gobernador Rafael Moreno Valle a los alcaldes para enfrentar efectos del recorte presupuestal anunciado por la Secretaría de Hacienda y Crédito Público.
En entrevista, el mandatario apuntó la importancia de que los presidentes municipales revisen sus estructuras administrativas como congelar plazas, lo cual ya hizo el gobierno estatal desde el inicio del 2015, para generar economías y emprendan acciones para hacer más con menos recursos.
Moreno Valle recordó que en la primera semana de marzo, anunciará una reingeniería de su administración para reducir de manera significativa los gastos operativos y esto se verá reflejado no sólo este año sino en el 2016.
“Yo por eso, invitaría respetuosamente a los presidentes municipales a que hagan estos ejercicios para evitar que al final del año, tengan problemas para pagar aguinaldos y cumplir con los contratos colectivos de trabajo”, precisó.
De igual forma expresó que los recursos del Ramo 33 no se verán afectados por el recorte y tendrán que ser utilizados para obra pública vinculada al combate a la pobreza como agua potable, drenaje, electrificación, educación, sanidad y salud fundamentalmente, el resto para seguridad pero no para nómina o para cubrir servicios generales.
Abundó que si se diera una reducción de las participaciones en los próximos años, tendría que bajar el gasto fijo en términos operativos, por ello la necesidad de hacer una revisión de estructuras.
En otro tema, Moreno Valle reiteró el compromiso de su gobierno se invertir en la prevención de enfermedades entre las mujeres como es el cáncer de mama.
El año pasado, agregó, se realizaron 72 mil mastografías, además de otras campañas para prevenir y atender la diabetes y la hipertensión arterial.

In an interview, the president noted the importance of mayors review their administrative structures as freezing spaces, which already made the state government since the beginning of 2015, to generate economies and take action to do more with fewer resources.
Moreno Valley recalled that in the first week of March, announced a reengineering of his administration to significantly reduce operating expenses and this will be reflected not only this year but in 2016.
«I therefore respectfully invite the mayors to do these exercises to prevent the end of the year, have trouble paying bonuses and comply with collective agreements,» he said.
Likewise, he said that the resources of Branch 33 will not be affected by the cuts and must be used for public works linked to poverty alleviation as potable water, sewage, electricity, education, sanitation and health mainly the rest for security but not for payroll or to cover general services.
He explained that if a reduction of the investments in the coming years given, would have to lower the fixed cost in operational terms, hence the need for a revision of structures.
On another issue, Moreno Valley reiterated the commitment of his government to invest in disease prevention among women is breast cancer.
Last year, added 72,000 mammograms were performed, and other campaigns to prevent and treat diabetes and hypertension.
